TVK's jobs agenda begins with an honest admission: the gap between graduating and finding a job is a structural crisis, not a personal failure. The Unemployment Assistance scheme provides ₹4,000 per month for up to 36 months to jobless graduates aged 21–29, and ₹2,500 per month to unemployed diploma holders in the same age bracket. This is not charity — it is a recognition that the first years after graduation are the most economically vulnerable, and that hunger and debt should not force young people to accept exploitative work below their qualification.
5 Lakh Paid Internships — Vettri Skill Training
Five lakh paid internships are created every year through partnerships with industry, placing graduates in real workplaces with a government-paid stipend of ₹10,000 per month and ITI/Diploma holders at ₹8,000 per month. These are not token placements — they are structured 12-month internships with defined skill acquisition outcomes, designed to convert into permanent employment. The Vettri Skill Training programme pairs these internships with industry-designed competency certifications, ensuring that Tamil Nadu's workforce is trained to specifications that employers in manufacturing, IT, logistics, and healthcare actually need.
₹25 Lakh Collateral-Free Business Loans
The Vettri Entrepreneurship scheme provides collateral-free business loans up to ₹25 lakh for first-generation entrepreneurs and startups, removing the asset-ownership barrier that has historically excluded working-class youth from formal business credit. Loan decisions are based on the business plan and the applicant's potential, not their parents' property. A dedicated mentorship network connects new entrepreneurs with domain experts, legal advisors, and market linkages during the critical first two years.
75% Local Jobs Mandate & Creatorpreneur Scheme
The 75% Local Jobs Mandate requires private industries operating in Tamil Nadu and availing state tax subsidies to reserve 75% of their positions for Tamil Nadu residents. This is enforced through annual compliance audits linked to subsidy renewal — companies that do not meet the threshold lose their subsidy eligibility. The Creatorpreneur Scheme extends this employment vision into the digital economy: 500 Creatorpreneur training hubs and specialized labs support 1.5 lakh digital content creators with equipment access, platform monetisation training, and business registration support.
Mudhalvar Makkal Sevai Nanbar & Youth Advisory Council
The Mudhalvar Makkal Sevai Nanbar programme places 5 lakh trained youth in gram panchayats and urban local bodies at ₹18,000 per month to provide doorstep delivery of more than 100 government services — from ration cards to pension applications to birth certificates. The Youth Advisory Council, established as a constitutional body, ensures that youth representatives directly consult the Cabinet on policy before it is finalised. For the first time in Tamil Nadu's political history, youth are not just the audience for policy — they are its architects.
