TVK's health guarantee begins with a number that reframes the entire relationship between the state and its citizens: ₹25 lakh of health insurance coverage for every family in Tamil Nadu — not just BPL households. This is a universal guarantee, covering every family regardless of income bracket. A medical emergency — surgery, cancer treatment, organ failure — will no longer bankrupt a household. The coverage is structured to include advanced procedures at both government and empanelled private hospitals, with no cap on the number of claims per year.
Hospital Modernisation & Specialist Access
Government hospital infrastructure receives a comprehensive overhaul: five new multispeciality hospitals are being built across regional hubs, with advanced diagnostics — MRI, PET-CT, robotic surgery suites — available in Tier-2 districts. The objective is to ensure that a patient in Dharmapuri or Sivaganga has access to the same quality of specialist care that was previously available only in Chennai or Vellore. Telemedicine infrastructure links primary health centres to district hospitals to specialist panels, making a video consultation with a senior cardiologist or neurologist a realistic option in every village.
₹500 Crore Dedicated Mental Health Budget
Mental health receives a dedicated ₹500 crore annual budget — unprecedented for a state government. Every community hospital gets a 10-bed in-patient mental health unit. Every government higher secondary school gets a qualified mental health counsellor on staff. This moves Tamil Nadu from treating mental illness as a social stigma managed in isolation to treating it as a public health crisis managed through integrated care.
Anganwadi Salaries & Free Annual Health Screenings
Anganwadi workers — the 2 lakh women who are the last-mile delivery engine of child nutrition and maternal health — receive a guaranteed salary of ₹18,000 per month. This is not a honorarium; it is a salary, with all attendant service protections. Free annual health screenings for every citizen, expanded to cover non-communicable diseases including diabetes, hypertension, and cancer, will be conducted through a door-to-door health survey framework in all 12,525 panchayats.
The Citizen Privilege Card — Bribe-Free Access to Care
The Citizen Privilege Card ties the entire health system together: an AI-driven card that automatically identifies eligible beneficiaries and delivers their entitlements without requiring them to navigate bureaucratic queues. For healthcare, it functions as the primary point of access for insurance claims, medicine procurement, and hospital appointments — eliminating the bribe culture that has historically turned the sick into supplicants.
