Complete Cooperative Crop Loan Waiver
The cooperative crop loan waiver is the most immediate agricultural relief measure in TVK's manifesto: a 100% waiver of outstanding crop loans for farmers owning less than 5 acres, and a 50% waiver for those with more than 5 acres. Tamil Nadu's farmers have been caught in a compound debt spiral — bad monsoon, falling procurement prices, and rising input costs — for decades. This waiver is not a one-time amnesty; it is the starting line from which a restructured agricultural economy is built, one in which debt inherited from a failed season does not foreclose the next one.
Legal MSP Guarantee — ₹3,500 Paddy, ₹4,500 Sugarcane
The Minimum Support Price guarantee fixes paddy at ₹3,500 per quintal and sugarcane at ₹4,500 per tonne — prices that reflect the actual cost of production rather than the political convenience of procurement agencies. These are legal guarantees, not administrative circulars; a farmer who is offered less than the MSP has a right to a government-run procurement channel that will honour it. The state acts as the buyer of last resort, eliminating the predatory trader networks that have historically extracted value from farmers at their most vulnerable — at harvest time.
100% Crop Insurance — State Pays the Full Premium
The 100% Crop Insurance scheme transfers the full insurance premium from the farmer to the state government. No farmer in Tamil Nadu will be without coverage for their essential food crops because they could not afford the premium. Settlement timelines are capped at 30 days from loss assessment, and the assessment process is digitised to prevent the bureaucratic delays that have historically meant farmers received insurance payouts a full growing season after the damage occurred.
Agricultural Labourers, Weavers & Uzhavar Sandhai 2.0
Landless agricultural labourers and tenant farmers receive ₹10,000 per year in direct financial assistance — recognising that the agricultural workforce is not limited to those who own land. Weaver families receive a ₹30,000 annual grant plus free electricity — 500 units for handlooms and 1,500 units for powerlooms — to address the energy costs that have made handloom production economically unsustainable against cheaper mill alternatives. The Uzhavar Sandhai 2.0 programme modernises all 180+ farmers' markets across Tamil Nadu with solar-powered cold-storage facilities, extending shelf life, reducing post-harvest waste, and allowing farmers to hold their produce until prices are favourable rather than selling into a flooded market at harvest.
Fishermen Welfare & Education for Farmers' Children
Free higher education for farmers' children (see Education Revolution chapter) is integrated into the agricultural welfare package — so that the children of farmers have a credible path out of agricultural debt, and farmers themselves can pursue it without guilt. Fishermen families receive permanent housing under the Lakshya Veetu scheme, coastal accident insurance coverage of ₹25 lakh, and ₹20,000 per month financial support during the annual fishing ban — treating coastal communities not as a special interest group but as full partners in Tamil Nadu's rural economy.
