Clean Governance
Vetri TN Super App, Citizen Privilege Card, all certificates in 21 days, zero corruption, AI universities and cities.
Tamil Nadu Right to Service Act & Vetri TN Super App
Clean governance begins with abolishing the bribe. The Tamil Nadu Right to Service Act establishes a legal entitlement to every government service within a defined timeframe — and where the service is not delivered on time, automatic compensation flows to the citizen without requiring them to file a complaint. The Vetri TN Super App consolidates more than 100 government services into a single digital platform: ration card updates, pension applications, birth certificates, land records, and welfare scheme enrollments are all accessible through one login, processed transparently, and tracked in real time. All government certificates are legally guaranteed to be delivered within 21 days of application.
TN Citizen Privilege Card — End of the Welfare Middleman
The TN Citizen Privilege Card is an AI-driven card that automatically identifies all welfare schemes a citizen is entitled to and delivers those entitlements without requiring the citizen to discover, apply for, and prove eligibility for each scheme individually. This collapses the bureaucratic distance between the state and its citizens from weeks of document submission to a single card scan. It ends the culture of the welfare facilitator — the middleman who charges a fee to "help" citizens navigate government processes they are legally entitled to access for free.
Ministry of AI, AI City & ₹1.5 Trillion Economy by 2036
India's first dedicated Ministry of Artificial Intelligence is established to oversee the development of the AI City project — a global technology hub designed to attract AI research institutions, tech companies, and AI talent to Tamil Nadu. AI Universities anchored within this hub will train Tamil Nadu's next generation of technologists in machine learning, robotics, and computational science. The $1.5 trillion economy target by 2036 — backed by a White Paper on state finances released in the first year of governance — is the quantified destination to which every policy in this manifesto is directed.
Mudhalvar Makkal Sevai Nanbar & Two-Language Policy
The Mudhalvar Makkal Sevai Nanbar programme places 5 lakh trained youth in gram panchayats and urban local bodies at ₹18,000 per month to provide doorstep delivery of government services to elderly, disabled, and rural citizens who cannot navigate digital platforms or travel to offices. The Two-Language Policy — Tamil and English as the only official languages of the state — is enforced through a dedicated linguistic compliance cell, with Tamil computational infrastructure (fonts, voice models, machine translation) receiving sustained state investment so digital governance does not create a Hindi back door.
District Development Plans & Anti-Corruption Architecture
District-Wise Development Plans, published annually with measurable targets and tracking dashboards, ensure that the benefits of Tamil Nadu's economic growth reach every region — not just Chennai and the industrial corridors. Whistleblower protection, a standing anti-corruption ombudsman with prosecution powers, and transparent transfer-and-posting policies for all IAS and IPS officers complete the governance architecture — building a state administration that citizens can trust, and officials can be held accountable to.
