Drug-Free Tamil Nadu Mission — 65 Dedicated Anti-Narcotic Stations
The narcotics crisis in Tamil Nadu is not a peripheral law enforcement problem — it is a public health emergency that has devastated families across every district. TVK's Drug-Free Tamil Nadu Mission approaches this as a three-front war: supply suppression, demand reduction, and recovery infrastructure. On the supply side, 65 dedicated Anti-Narcotic police stations are established across all 37 districts — not attached to general police stations but fully staffed and mandated exclusively for narcotics enforcement, with inter-agency intelligence linkages to the Narcotics Control Bureau and Customs.
Anti-Drug Protection Zones Around Every School
Anti-Drug Protection Zones are established within a strict radius around every school and college in Tamil Nadu. These are not symbolic designations — they carry physical surveillance infrastructure, dedicated plainclothes officers, and legal provisions that make drug supply near educational institutions a cognisable offence with expedited prosecution. Anti-drug clubs are mandated in all government and aided schools and colleges, creating peer-led awareness networks that work alongside enforcement.
De-Addiction Centres in Every Taluk
On the demand side, TVK recognises that addiction is a medical condition, not a moral failure. A statewide network of community-based de-addiction centres is established in every taluk, integrated with primary health centres and staffed by trained addiction medicine professionals. The current shortage of qualified clinicians and in-patient beds — the primary reason relapse rates remain high — is addressed through a dedicated training pipeline and capital expenditure programme for treatment facility infrastructure.
TASMAC Reform — Phased Revenue Transition
TASMAC reform — phased, with revenue replacement scheduled in advance — begins the process of reducing the state's fiscal dependence on liquor sales. The reform includes mandated closing hours, prohibition on sales near schools and places of worship, and a transparent restructuring of TASMAC employee service conditions. The goal is a state budget that does not need to expand liquor revenue to fund social welfare.
Social Harmony & Inclusivity Programme
Social harmony is the civic complement to the anti-drug mission. TVK's Social Harmony and Inclusivity programme funds community dialogue infrastructure: inter-faith councils in every corporation and municipality, legal aid clinics for victims of communal harassment, and a rapid-response protocol for hate speech incidents that ensures FIRs are filed without political delay. A Tamil Nadu that is sober, safe, and socially cohesive is the foundation from which every other guarantee in this manifesto must operate.
