Women's Welfare & Empowerment
Sector-specific guarantees in education, employment, safety, entrepreneurship — an ideology chapter unto itself.
Women's welfare is treated as the cross-cutting test of every other pillar. The 2026 manifesto carries a dedicated Women chapter (see Focus Area 02) with sector-by-sector guarantees and budgets.
Safety infrastructure — fast-track courts, anonymous reporting, conviction-rate audits — is paired with workplace inclusion: state guarantees on creche access, period leave in select sectors, and procurement quotas for women-led enterprises.
A standing Women's Council inside the Chief Minister's office, drawn from labour, agriculture, IT and informal-sector workers, reviews every major policy draft before tabling.
