Administration Without Political Interference
Corruption-free governance ensuring education, healthcare, water, and clean air as fundamental rights.
Every promise in this manifesto depends on one precondition: a civil service that serves citizens, not political bosses. TVK commits to a statutory transfer-and-posting policy for IAS, IPS, and SPS officers — codified in law and published for public verification — removing the discretionary power that has historically made bureaucratic appointments a mechanism of political patronage. A white paper on every state department is published in the first year of governance: what exists, what is missing, and what the priorities are.
A statutory Lokayukta with independent prosecution authority, modelled on Karnataka's original pre-dilution template, is operational within twelve months of taking office. The Right to Services Act covers 500 public services with binding delivery timelines; failure triggers automatic financial compensation to the affected citizen — no complaint required. A real-time government spending dashboard, published online, tracks every budget allocation and disbursement against committed timelines.
The Vetri TN Super App and the Tamil Nadu Citizen Privilege Card operationalise these commitments at the citizen's fingertips. The Super App integrates every government service — licences, certificates, pensions, welfare entitlements — into a single platform with penal action against officials for delays. The Citizen Privilege Card automatically identifies every scheme a citizen qualifies for and delivers it without requiring a separate application for each. Its explicit purpose: eliminate the middleman culture that has charged citizens for services they are legally entitled to receive free.
